On a machine that has not scraped for a while...do chifra init -all.
I'm pretty sure it will not download the timestamps file (because it already exists on that machine).
If that true, then the chifra init will download chunks later than the timestamps file, so some commands chifra chunks manifest --fmt json for example, which require timestamps will silently fail to show a date (showing Jan 1, 1970 -- timestamp === 0).
