Can we put an applicant on hold if they have been emailed for hire, and then have system send reminders at 48 hrs, a week. For that lead to follow up or release the hold.

This would prevent multiple leads from spamming potential volunteers.

Ability to put them into a pending-assigment state so we can see which department is trying to get them.
