The package uses C# language features which are not supported in 2020.3:

boat-attack-water/Runtime/DepthGenerator.cs

Line 89 in f61861f

if (UVPos.x is > 1 or < 0 || UVPos.y is > 1 or < 0)

Either this code should be changed, or the minimum version in package.json should be raised to 2021.x.
