I rent from a friend who has a child that does not like to go to bed. Removing her devices so that she can't watch video long into the night encourages her to find other methods of entertaining herself. Limiting those devices to 90's internet speeds (0.2-0.4mbs) causes the video to spend a lot of time buffering and she falls asleep waiting. We've done this manually several times and it works like a charm.
There is a system in place to disable access at certain times, but not to limit bandwith at certain times. If this API could be used to modify the bandwith limits of devices then I could setup my own program to call this on a schedule.
I can see other good uses for this like ensuring certain devices don't use large amounts of data during the daytime or other uses.
Personally this is not how I'd prefer to handle it but I'm not the parent and there are other potential use cases.
