As I understand this according to the spell description, is supposed to cause a high amount of threat as per its description as well - This threat element was, as I know, and as per sources listed below, removed in MoP 5.0.4. Refer below for the screenshot in-game regarding the spell description as well.

Conclusively: This looks like a by design element that is not a bug perse, so I wouldn't recommend changing anything as it falls in line with blizzard sources online.

This issue is valid, the issue is that the hunter is generating threat in addition to the pet, when only the pet should generate aggro.

Uh alright - I wrote that because I was under the impression that if the spell isn't in the pet spell set, and in the hunter's then that "generates high threat" part refers to generating high threat towards the hunter and not the pet just on that logical implication alone.
Alright though, noted that for the future.

Context from the Discord discussion:

"The Wowhead comments only refer to pet threat, and the Cata DBC files specify that casting it generates no threat, but no such tag exists prior to Cata. It generated no threat [on the hunter] in vanilla and tbc classic (re https://www.youtube.com/watch?v=rG0tMZlAkIE, https://www.youtube.com/watch?v=k8jthEOl0MA)."

Currently on AzerothCore, very miniscule threat is generated on the hunter because the hunter is buffing the pet with the "Intimidation" buff, which triggers on next melee swing by the pet to cause the high threat attack.

Applying this buff should not generate any threat, just like swapping hunter aspects, but the core has no way of separating this as a "threatless" buff

Ah alright, noted.
