Right now the staffs that get new ticket notification are hard-coded in the config file. There is no way for a quick add/remove staff from on-duty list without restarting the bot.
Describe the solution you'd like
A new set of commands only for staff to check/add/remove user to on-duty list. Command names are placeholder.
/status : check who is on-duty
/add : add user to on-duty list
/remove : remove user from on-duty list
Describe alternatives you've considered
I haven't thought of an alternative solution. Right now the temporary solution is to let the staff mute the bot and the ticket channel so they won't receive notification anymore.

i would suggest putting this issue to the v2 milestone, because the Staff or CC Team on duty are not going to change frequently, so it is not an urgent issue
