I've searched the issue queue to verify this is not a duplicate bug report.

Description
Sometimes when the UI loads I cannot click on any of the elements in the draggable area because it is always trying to drag. There are no errors in the console of the browser, and a refresh of the page does not fix it. Sometimes a hard refresh will fix it, and sometimes it does not. To get it to stop you have to hard refresh until it stops.
It will also happen randomly after clicking on a window, IE clicking on freight, a warehouse, or a stage. After clicking on one of these items it will occur and you'll have to hard refresh until it stops.

Just browse to the dashboard in google Chrome or Firefox.
