also - take a look at https://github.com/Andiedie/sync-my-cookie . They have rule functionality for auto syncing. (but dont support local storage sadly :(

I'd add a link to github on the chrome store back here, I saw it on the chrome store and ignored it since it seemed like it was just a manual sync tool / did not have source.
