Game Render too high

General Troubleshooting

When the connection is established and inside the Quest headset SteamVR home is shown. The statistics shows that game render latency is less than 100ms. However, when I start a game, the game render is too high. Its value can reach 900ms or more. But the other latency such as network, encoder is good.
Then the display screen inside the headset shows too much delay.
My computer's hardware is not very low and the game appears normal on PC side.
I am puzzled what does "game render" mean? How can I deal with this problem?
