Happy Hour, no estaria funcionando correctamente #204

Segun noto el happy hour no se estaria activando y el parametro esta en activo.
Lo raro es que cuando creo un servidor local SI se me activa.

Deberiamos arreglarlo para que funcione correctamente.

La happy hour depende de la hora del servidor, capaz está desfasada con la hora en Argentina? En fin, desde #690 debería activarse correctamente.
