[Feature][GitHub] Extract steps from workflow

• I had searched in the issues and found no similar feature requirement.

Use case

As a DevOps engineer I want to know the duration and status of a particular step from a workflow job, so I let teams know which steps are taking too long or are fragile.

Description

Step data is already stored as raw data in _raw_github_graphql_jobs. It would need to be extracted and possibly stored in a new table.
