Create some unified management of C++ and Python project metadata

The issue is that we hard-code many project metadata at various places, such as torch version, cmake version, project version, python version, etc. inside CMakeLists.txt, pyproject.toml, requirements.txt, etc.

I need to do some research on what the best strategy is.
