Upgrade github ubuntu runner to latest #184

Due to a cryptic compiler bug, we are held back at ubuntu-22.04 while ubuntu-latest is now pointing at ubuntu-24.04. The issue may resolve itself over time, but we need to remember to revisit this issue in the near future.
