laser power not at 100 percent when set to 100 percent

When using my longer ray 5 20 with lasergrbl it was doing just fine with all the settings, I tried to switch to lightburn and ran into a problem setting the laser power, it will not get to 100 percent power on either program now, I have tried the $$30 thing but I am new and struggling
