shaper read (python3 only) ignores property files with doubled variabled #40

If "shaper read" runned under python3 environment it ignores files which contain two or more "key=value" parameters with identical "key".
Example:

Checked on Ubuntu 16.04, Centos7 and Python 3.5.2, 3.7.2
