Epic: Text-to-Speech Conversion

As a driver,
I want the car information to be converted into speech,
So that I can listen to it while focusing on the game.

User Stories:

Integrate text-to-speech engine
Optimize speech generation for clarity and speed
Allow for voice selection or customization
Implement audio file caching for improved performance
