Register the balancer contracts in BalancerContractRegistry

After deploying the new ProtocolFeeController and other contracts, we will need to add the Balancer contracts to the BalancerContractRegistry (PR: #897)

Specifically, we'd register, under the appropriate ContractType, the 4 routers, 2 pool contracts, and any approved ERC4626 wrappers. (Lastly, the StableSurgeHook, when deployed.)
