When running bazel build with --experimental_guard_against_concurrent_changes warnings are produced about concurrent modification and as a result not uploading the results to the cache.

Its hard to tell what might be causing this, and this is probably really hard to reproduce. For what it is worth, this check would run after oci_pull has completed running, my best guess is hardlinks are making your build sad
