Generalise whp198dec element to support other sample rates #5

There's no particularly good reason for whp198dec to only support 48kHz audio, other than hardcoding the constants being slightly easier.

Generalise the code to handle arbitrary sample rates. (Down to Nyquist limit for the Manchester bits?)
