manager/namespace-access page makes it seem like you can create a SA, if you don't have any yet, using the 'grant service account access' button:

Fix:
When the namespace does not have any SAs yet, update the button text on namespace-access to say 'Create new service account' and either:

• route the user to /manager/service-accounts OR
• open the create new SA dialog while staying on manager/namespace-access
