LCFS - BUG- Transaction history order in transfers on LCFS PROD

Describe the Bug
In the ETL transfer process from TFRS to the LCFS Portal, the status change bar and the transaction history are displaying transaction statuses in the incorrect order. While the status change bar issue is being addressed in card #1629, the transaction history also needs to be corrected to ensure both elements display statuses in ascending chronological order.

The correct order for both the status change bar and transaction history should be:

1. Signed and Sent
2. Signed and Submitted
3. Recommended
4. Recorded (final status).

Expected Behaviour

• The status change bar and transaction history should display transaction statuses in ascending chronological order.
• Both elements should consistently reflect the status progression: Sent → Submitted → Recommended → Recorded.

Actual Behaviour

• The status change bar and transaction history do not display statuses in the correct chronological order.
• This inconsistency causes confusion and misrepresents the transaction progression.

Implications

• Users may misunderstand the progression of transaction statuses due to incorrect sequencing.
• The inconsistent display reduces clarity and disrupts workflow tracking.

Steps To Reproduce
Steps to reproduce the behaviour:
User/Role: IDIR

1. Navigate to a transfer record in the LCFS Portal that was migrated via ETL from TFRS.
2. Review the status change bar and transaction history.
3. Observe that the transaction statuses are displayed in the incorrect order.
