The Category D checkbox remains active and editable for the Analyst even after the transfer has been recommended to the Director. The checkbox should be disabled once the transfer recommendation is made.

After the transfer has been recommended to the Director, the Category D checkbox should be disabled for the Analyst and no longer editable.
Actual Behaviour:
The Category D checkbox remains active and editable for the Analyst even after the transfer has been recommended to the Director.

Steps To Reproduce:
Log in to the system as an Analyst.
Navigate to a transfer record in Submitted status.
Recommend the transfer to the Director.
