Describe the Bug:
The Category D checkbox remains active and editable for the Analyst even after the transfer has been recommended to the Director. The checkbox should be disabled once the transfer recommendation is made.

Expected Behaviour:
After the transfer has been recommended to the Director, the Category D checkbox should be disabled for the Analyst and no longer editable.

Actual Behaviour:
The Category D checkbox remains active and editable for the Analyst even after the transfer has been recommended to the Director.

Implications:
This issue could lead to unintended changes or errors in the transfer process after the recommendation has been made, compromising data integrity and the workflow.

Steps To Reproduce:

1. Log in to the system as an Analyst.
2. Navigate to a transfer record in Submitted status.
3. Recommend the transfer to the Director.
4. Observe that the Category D checkbox remains active and editable even after the transfer recommendation is completed.

Acceptance Criteria:

• The Category D checkbox is disabled immediately after the transfer has been recommended to the Director.
• Analysts are unable to edit the Category D checkbox once the transfer recommendation is made.
• Proper testing ensures that the checkbox remains functional prior to the recommendation but is disabled afterward.
