Create separate bio sample metadata submission tool

The GEOME SRA tool provides a way to create the SRA metadata submission files and the Biosample metadata submission files.
Could you clone just the Biosample metadata formatting module from the SRA tool so that users could use GEOME to create Biosample metadata files (without linked SRAs)? We have Biosamples we want to link to single gene submissions (and eventually to SRAs), and it would be helpful to be able to establish these in GenBank first, then later link different submissions to them.
