Add vcf2circos to PyPI

Hi, thanks for this amazing tool

Would it be possible to add this tool to PyPI for easy installation and reusability? It seems most of the work has already been done for this. This will also make it easier to add the tool to bioconda.

You're right, it would be great to add VCF2Circos to PyPi. It's in our TODOlist!
