Create a private network with custom options

Enhance DevKit to support the creation of a new private network. For the default dev network, we have predefined genesis keys, a default stake pool, and initial addresses with UTXOs, and there will be no change to that.

However, for private network mode, these values can be configured or generated where applicable.

• Option to generate genesis keys during network creation instead of fixed genesis keys
• Protocol parameter customization through config file
• Zero fee configuration
• Configure addresses with initial balance
• Default stake pool configuration instead of current hardcoded pool
• Option to use "Mainnet" network id
