support multiple match types

It would be nice if one could use multiple match types. For example, SemVer and exact match. Kobold could try to match a given tag in the order of defined match types.

It's not entirely clear yet how the comment syntax should look like. Possible to would require a change of the current comment format.

Maybe something like the below?

match: latest@exact, ^1@semver
