Shipper doesn't update status when there's a rollout block

When there is a rollout block in the system, Shipper will not process the releases and applications that are not overriding this rollout block, so it will not update the status.
For example, there could be a release that is overriding a block, but it's parent application is not. In this situation, the release can execute the strategy and the application will not show that in the status.
