UI flickering on NVIDIA GPU

Current Behavior

Steam is flickering on my laptop with NVIDIA GPU.

Doesn't seem to happen when using Radeon

Expected Behavior

No flickering

The same happens to me, it seems only to happen while a video or gif is playing.

Edit:
Its not always there, but its really bad when playing a video in fullscreen

Strange thing is that it only seems to happen on certain hardware. My VM with RTX 4060 (passthrough) doesn't get this problem
