Test multi-level model approach to strata constuction and unit-level predictions

Our current strata construction suffers data leakage and has a hard time setting strata for buildings that haven't had any sales. Let's try using a model to first predict time-weighted average building price for all buildings and then use that outcome as a feature in the next level of the model.
