Feature Request: Asset with helm v1.17.0

Helm just released a feature update to 3.17.0. I was hoping to update the helm version in the handlers to reflect that at least for v1.31 of the handler. Let me know if there's any issues with this request (there is a paired issue request in the cdk to open up the new --take-ownership flag that would benefit from this).

As an additional aside, given the "3 minor version" support philosophy of helm, should this also be added to 1.30 and 1.29?

I've gone ahead and submitted this PR and the subsequent CDK PR. Please let me know if this has any chance of making it in. If I can't get a patch to the general CDK resources, I will need to pivot to building my own layers and Constructs for the near future and I'd like to avoid that added push away from standardization.
