Mapping Optimint block height to Celestia block height

This is a summary of discussion during Optimint Planning Session.

DALC implementation needs to keep things simple. KISS, no overthinking.

1. Height of first Celestia block that may contain Optimint blocks should be configured.
2. We can assume that Optimint blocks can be found in order on Celestia.
3. Each DALC instance can track it's current state (height of lastest Celestia block containing Optimint block).
   1. On SubmitBlock, current height of Celestia chain should be stored.
   2. On RetrieveBlock and CheckBlockAvailability, chain has to be scanned. Currently, Optimint always query consecutive blocks.
4. Additionally DALC might "follow" Celestia chain and check if newly created blocks contain data in given namespace.
