We should setup automated testing in the github CI of this repository.

@JonathanCSmith I recall that you started with this earlier in another Java/CLIJ repository. Do you remember where? I presume we can reuse the configuration from there...

CI for building and testing is ready to merge, see the PR.

Building is only against Java 8, but ready to be extended to other versions.
Tests are limited and naive for now, we should add better ones.
