pdbreport needs whatcheck

In order to generate pdbreport entries, whatcheck is needed. However, it's not installed on chelonium. We need to discuss what to do.

To be clear, we won't be installing whatcheck nor whatif directly on chelonium. They are both a nightmare and clog up the system with temp files and the like.

An option is to use docker, but that brings up the issue of how we get the latest version of whatcheck from Gert's version control system (a.k.a Dropbox - yes, I really did write that!). This means we also need to consider how updates will be provided - it's part of the same nightmare.

This will not be solved easily.
