Enabling channel notices on rapidsai and nvidia #1099

We are interested in using channel notices (CEP 6) with the rapidsai and nvidia channels. What would be needed for us to leverage this feature? Are there changes needed on the Anaconda.org side? Where would we add the channel notice messages?

We're discussing internally how to approach this, I don't have an ETA for a response, but know I've seen and forwarded it.
