reuse template skeleton implementations wherever possible

Skeleton templates are included as sub-directories in each template directory. However, there is potentially duplication of code repeated in multiple templates. Where possible, factor out reusable skeleton code into a shared location referenceable by multiple template to eliminate as much skeleton code duplication as possible.
