[BUG] Garbage collector for cilium/state/ip/v1/<cluster>/<ip>

Describe the bug

I noticed netreap don't delete old ip that doesn't exist

Steps to reproduce the behavior:

1. Create new service in nomad
2. Check kv cilium/state/ip/v1/<cluster>/<ip>
3. See error

Expected behavior

Old endpoint will be deleted

Environment (please complete the following information)

• Arch: Linux host 5.10.0-27-amd64 Update Consul key path for Cilium policies #1 SMP Debian 5.10.205-2 (2023-12-31) x86_64 GNU/Linux
• Netreap version: 0.2.0
