The goal of this issue is to perform analysis to identify hotspots of the capacity gap over time based on the IHME and CHIME models.

See the Cluster Detection section in https://geodacenter.github.io/covid/methods.html for a great example from the GeoAtlas by the Center for Spatial Data Science @UChicago.
