Matrix - add, remove and replace entries

Could Matrix be updated to have add, remove and replace functionality similar to an Entries field?

I think the entries would only show within the owner they were created on, but being able to elevate an entry to be reusable across multiple owners would be very nice also.

Currently it's very easy to delete blocks with no easy way to get them back, and having to discard changes or revert revisions isn't ideal.

It's possible to use an Entries fields instead, but this comes with a degraded editing experience imo:

• Add entry - all entries are reusable across owner entries, which is often good, but also gets messy. Selection condition rules might be the solution here, but that seems tricky at best to me?
• New entry - requires opening the add modal and clicking the new button, which chooses the first entry type by default. The modal also covers live preview untill you save the new entry.
• Live preview - doesn't update for related entry changes until clicking save on the modal, and nested entries require multiple saves. I asked a question on 16295 about this.
• Plugins - there are many plugins that upgrade or target Matrix workflows, but not many do so for the Entries field.

If these issues were solved for the Entries field, then perhaps these Matrix changes are less neccessary, but I'd say they'd still be worthwhile.

A possibly simpler alternative "fix" for Matrix would be, having options to disable entry deletion and/or require confirmation upon deletion? However having lots of disabled collapsed blocks gets messy, although a simple "show/hide disabled" option could fix that.

These ideas could be solved with plugins, but they seem like things that everyone would benefit from having upgraded.
