Near real-time performance monitoring

Need to describe how ITV can use fluvius to monitor the performance of the model as new data are obtained (new observations at existing sites, and new observations from totally new sites). ITV wants to be able to detect a loss of performance as dynamics change, and retrain the model as soon as performance decreases appreciably.
