To have popups in the Web App Builder geoprocessing widget output, two things need to be switched. First the parameter type in the pyt should be switched from DEFeatureClass to GPFeatureLayer. Also, the execution mode view results with a map service needs to be unchecked for the service. Symbology and control of the popups will be set in web app builder interface.
