Application Helm Charts need to be configured after images are pushed to ECR.

Helm Charts are added to the https://github.com/department-of-veterans-affairs/vsp-infra-application-manifests/tree/main/apps/classifcation-contentions-api/dev folder to deploy to the dev environment.
