Welcome new members to devanooga

When a new member joins the organization, send them a private welcome message. It should also include a short list of channels of interest, each with a description:

• #opportunities
• #truebeginners

Also invite them to join us at the next #hacknight, and mention that they can always ask for help in #general or with any of the admins (list the admins) if they have questions.
