Target annotation sticks after creating new annotation #259

After creating the describing anno, the target stays drawn on other canvases (purple box)

This is caused by some sticky state that isn't cleared correctly

We might have to live with this bug for a while, it's an Atlas one and tricky to replicate reliably.
