1、一个客户端，不管采用客户端文件配制方式，还是网页后台管理方式的新建端口，均希望可以让后台对这个ID端口进行限制
如ID1,可以在后台给这个ID限制他申请的端口就只能是8000，9000，9500-10000，这些端口，超出的端口，服务端不接受，
