Validate WM central services in cmsweb-testbed (or cmsweb-preprod) and provide the final feedback in Mar/2025 (according to the schedule arranged within the team).
It also includes the creation of the service release notes and the validation check-list document.

Note that this release is supposed to be made with a new Python stack (likely python 3.9)
