Add Notifications for Comments

Email notifications for replies to an author's loadout, and likely "interaction" replies. E.g. a user responds to my comment --> I get an email notification.

I have to look into the package settings, we might be able to enable out of the box.

I am also not super clear on what our email setup is, and we may have to adjust some things there if we increase email volumes. TBD

We have a free-tier email setup at the moment. That is the main reason I haven't enabled anything like that :)

What's our cost looking like for increased email notifications? We might be able to use our asset pool for that as it would be a user enhancement.
