Add segmentation anything assisted labelling

try running local api using https://samgeo.gishub.org/examples/sam2_point_prompts/

look for existing sam2 fastapi implementations, if not create siemple os project.

enable SAM as a plugin (not model) with url as config

add SAM button in labelling tool if plugin enabled
