[Admin view]: New conversation start screen is displayed if refresh DIAL main page and select publication request, when internet connection is slow

How to reproduce

Precondition:
set in network settings of browser slow connect
admin user has at least one publish request on approve required section

Steps:

1. Refresh DIAL main page for Admin user
2. while page is loading select any request from approve required

Actual result

publication request is displayed for a while, but when page is fully loaded , the start screen of New conversation is displayed instead of selected publication request

Note: the same behaviour if select any chat from side panel

Expected result

publication request should be displayed
