I can't get the delivery address and other information in my user's order

About three months ago, I received feedback from users about the lack of delivery address and other information in the synchronized orders, and I did not return relevant information in the interface of etsy. After inquiring the interface document, I found the following description, I want to know how I should become the preferred partner of etsy, and have other developers encountered similar situations?：

Requests the Shop Receipts from a specific Shop, unfiltered or filtered by receipt id range or offset, date, paid, and/or shipped purchases. NOTE Access to ShopReceipt's first_line, second_line, city, state, zip, country_iso and formatted_address is contingent in some regions to a preferred partnership status with Etsy

Fulfillment-related changes in the United States
For Personal Keys

Going forward, new personal keys for shops in the United States will no longer be able to access createReceiptShipment or formatted_address in getShopReceipt, getShopReceipts, and updateShopReceipt
Existing personal keys will retain their existing access
For Commercial Keys

New users (sellers) located in the United States will no longer be able to use functionality in commercial-key applications based on createReceiptShipment or formatted_address in getShopReceipt, getShopReceipts, and updateShopReceipt unless that Commercial Application is an Etsy Preferred Partner or is in an approved category
Existing sellers using a Commercial Applications will retain their access to createReceiptShipment
