**As a ** System Administrator
I need the ability to update a counter to a new value
So that I can change the tracked value

Details and Assumptions

We can use POST request /counter/{counter_id}/update&value=X manner

Acceptance Criteria

Given Counter increased to 5
When I set counter to 3
Then I call it next time it should return value 3
